It’s easy to see why the competition to open in Fontana (San Bernardino Co.) attracted so many of the state’s top retailers. Until April, the struggling Inland Empire city of just over 200,000 was one of the largest in California without a dispensary. And it would allow just three.
A pending lawsuit filed in December 2023 by Long Beach-based Catalyst, one of California’s largest dispensary chains, against the city captures some of the temptations and pitfalls dispensaries face as they vie for the state’s most attractive licensing opportunities.
