“User Guide for Legalization of Marijuana in Canada,” a top-secret set of instructions for high-level US Customs and Border Protection employees made public as part of a lawsuit, revealed a policy of stripping Canadians of their Nexus passes if they admitted using legal REC. (Nexus passes allow pre-screened travellers to skip lines.)

Global News - Prior to REC legalization, guards were to exclude admitted REC users as “drug abusers or addicts.” The User Guide instructions now tell guards not to exclude admitted Canadian legal cannabis users.
